the management of his property by a committee, various powers in relation to such property being conferred upon the Supreme Court.

Beavers.-C. 17 provides a close season for beavers.

Evidence.-C. 21 amends the law of evidence as to the proof of entries in bankers' books, the proof that a book is a banker's book, the verification of copies of entries in such books, and orders for inspection.

Judicature.-C. 22 amends the Judicature Act, 1889, by enabling the Governor in Council to appoint an acting judge of the Supreme Court for the trial of proceedings which from any cause whatever the judges are precluded from trying.

Summary Jurisdiction.-C. 23 provides that except in certain cases the imposition of a fine on summary conviction shall imply a corresponding term of imprisonment according to a specified scale. It also imposes certain penalties for particular offences.

Supply.-C. 24 provides for the indemnifying the Governor for sums advanced out of the Colonial Treasury for the service of the colony. C. 25 contains a money grant for civil expenses.

C. 28 provides for various contingent expenses.

CC. 18, 19, and 20 respectively incorporate ten Roman Catholic bishops of St. John's and Harbor Grace, and the Vicar Apostolic of St. George's. There are also various small amendments of existing Statutes.

C. 6 amends c. 2 of the Consolidated Statutes (2nd Series), entitled, "Of the Representation in the House of Assembly and the Powers and Privileges thereof."

C. 11 amends the Acts relating to the Harbor Grace Water Company; c. 13 the Deer Preservation Act, 1896, and c. 16 amends c. 119 of the Consolidated Statutes (2nd Series), entitled, "Of Pilots and Pilotage for the Fort of St. John."

Regulations respecting the Lobster Industry, the Herring and Cod Fisheries, and Trout and Salmon, made by the Fisheries' Board under s. 8 of 56 Vict., c. 8, entitled, "An Act respecting the Department of Fisheries," are appended to the statute book.

Two Acts are also added, from which the assent of the Governor was withheld.

7. DOMINION OF CANADA.

Iron: Government Bounty.--By c. 6 bounties are to be paid on iron and steel made in Canada.

Savings Bank.-C. 9. This is an Act for amendment of the law as to certain savings banks.

Bills of Exchange-Forged Indorsements.-By c. 10 the Bills of Exchange Act is further amended. When a person seeks to recover money paid on a

bill bearing a forged or unauthorised indorsement, notice of such forgery, etc., must be given within a reasonable time.

Rate of Interest.-C. 8 provides that where interest is payable for a period less than a year, not more than 6 per cent. may be recovered, unless the contract expressly states what the rate per annum is.

Constitution, etc.-C. 11. By this Act penalties are imposed on persons who promote or assist the importation or immigration of any alien into Canada. But the Act only applies to countries where similar legislation is in force against Canadians: in other words, it is a countercheck to the recent legislation of the United States.

Customs.-C. 16. This consolidates and amends the Acts respecting the duties of customs.

Petroleum.-C. 20. This Act amends the Petroleum Inspection Act. Cheese Factories.-C. 21. This Act provides for the registration of cheese factories and creameries, and the branding of dairy products. Steamboats.--C. 22 amends the Steamboat Inspection Act.

Navigable Waters.-C. 23 amends the Act respecting the protection of navigable waters.

Fisheries.-C. 24 amends the Fisheries Act.

Patents.--C. 25 amends the Patent Act.

Post-Office.-C. 26 amends the Post-office Act.

Company: Borrowing Powers.-C. 27 amends the Companies Act by excepting from the restrictions on a company's borrowing powers, bills of exchange and promissory notes.

Title to Land.-C. 30 amends the Land Titles Act, 1894.

Building Societies.-C. 31 amends the law of building societies and loan. of savings companies.

Trials by Jury.-C. 32 resolves doubts as to trials by jury in the NorthWest Territories.

Appeals.-C. 34. This regulates the conditions of appeal to the Supreme Court from the Court of Appeal for Ontario.

8. PROVINCE OF ONTARIO.

Consolidation of Statutes.-C. 3. By this Act provision is made for bringing into force the Revised Statutes of 1897: the Interpretation Act is amended by c. 2.

Constitution, etc.-CC. 7, 19. Powers are given by this Act to deal with persons in unlawful possession of Crown lands. A fourth judge is added to the Court of Appeal; and by c. 19 the administration of justice in unorganised territories is regulated,

Mining.-C. 8. This Act amends the Mining Laws, and inter alia provides for a free grant of forty acres to the first discoverer of ores and minerals. Fisheries.-C. 9. This Act regulates the fisheries of Ontario.

Agriculture.-CC. 10, 11. These Acts deal with the improvement of

Agriculture.

Registration of Births, Deaths, and Marriages.-C. 12. This Act provides for registration and inspection of vital statistics, births, deaths, and marriages. Amendment of Statute Law.-C. 14. This Act amends the Statute Law in certain particulars: registry offices, coroners, criminal justice, landlord and tenant, lands devolving on executors, married women, voters' lists, registration of voters, constables and criers, special examiners, county court judges, public libraries, solemnization of marriages, education, railways, inspection of milk, notaries public.

References and Arbitrations.-C. 16. This Act amends and consolidates the enactments respecting references and arbitrations.

Evidence.-C. 17. This makes copies of statutes, proclamations, orders in council, printed by Queen's Printer, evidence.

Church Pews.-C. 18. This Act makes interest in church pews liable to execution.

Will: Husband and Wife.-C. 20. This enacts that a will is not revoked by marriage

(1) If the will declares that the marriage is in contemplation;

(2) If the surviving husband or wife elects to take under the will;
(3) If the will merely exercises a power of appointment over property
which would not come to the personal representation.

Title to Land.-C. 21. This provides for registration of instruments in respect of unpatented lands.

Married Women.-C. 22. This amends the law as to contracts entered into by married women.

Wages.-C. 23. This Act gives priority to wages in the administration of a deceased person's estate.

Mechanics' and Wage-Earners' Lien.-C. 24. This amends the Act relating to the above.

Trade Disputes.-C. 25. This amends the Act of 1894 as to these.

Queen's Counsel.-C. 26. By this Act not more than five Queen's Counsel are to be appointed in one year.

Surveyors of Lands.-C. 27. This is an Act regulating the qualifications and education of the above.

Joint Stock Companies.-C. 28. This Act deals with the incorporation and regulation of joint stock companies.

Mining Companies.-C. 29. This Act deals with the incorporation and regulation of mining companies.

Road Companies.-CC. 30, 31, 32. These amend the Act relating to the above.

Piers, Wharves, and Dock Companies.-C. 33. This Act amends the Act respecting the above.

Gas and Water Companies.-C. 35. This Act amends the Act regulating the above.

Insurance.-C. 36. This is an Act of 198 sections, consolidating the law relating to insurance.

Building Societies and Loan Corporations.-C. 38. This Act consolidates and amends the law relating to the above.

Cemetery Companies.-CC. 42, 43. These amend the law relating to the above.

Companies Change of Name.-C. 44. This sanctions companies changing their names on certain conditions.

Municipalities.-C. 45. This amends the law relating to the above. Liquor Licenses.-C. 50. This is an Act to improve the law as to the above.

Shops.-C. 51. This provides for the inspection of shops, and regulates employment in them.

Maternity Boarding Houses.-C. 52. This provides for the registration of the above.

Immigration of Children.-C. 53. This regulates the operations of societies bringing children into Ontario.

Game.-C. 54. This amends the Ontario Game Protection Act, 1893. Bicycles and Tricycles.-C. 56. This Act declares the rule of the road for the above. C. 57. This Act empowers town and village councils to set apart bicycle paths.

Technical Schools.-C. 58. This Act makes provision for the establishment of the above.

9. PROVINCE OF QUEBEC.

Elementary Education: Grant of Land.-C. 3. By this Act the Lieutenant-Governor is empowered to set aside 1,500,000 acres of land for purposes of elementary education.

Game Laws.-C. 25. This amends the above.

Protection of Settlers.-C. 27. This Act provides for the above and the creation of homesteads.

Technical Education.—C. 28. This Act provides for the above.

Churches, Parsonages, and Cemeteries.-C. 39. This Act makes provision for the construction and repair of the above.

Dentists.-C. 41. This amends the law relating to the above.

Municipal and Civic Corruption.-C. 42. This Act harmonises the laws relating to the above.

Gas and Water Companies.-C. 43. This limits the borrowing powers of the above to forty thousand dollars.

Code of Civil Procedure.-C. 48. This Act brings into force the revised code of civil procedure.

Acts have been passed amending the law relating to elections and to the organisation of the public departments.

Amendment of Revised Statutes.-C. 49. This amends the above, inter alia, by making married women separate as to property engaged in

commerce.

Civil Code.-CC. 50, 56. These amend the civil code in various particulars, chiefly the replacing registers of civil status, which have been lost or destroyed, and the probate of wills.

Stenographers.-C., 51. This provides for the appointment of stenographers for the Superior Court.

Community.-C. 52. This abolishes continuation of community.

Justices and Vexatious Actions.-C. 53. This protects justices of the peace by forbidding actions for acts done ander statutory provisions.

Indecent posters.-C. 58. This prohibits the above under a penalty not exceeding fifty dollars.

Evidence. A party to an action may be examined by the other party, and his evidence may be used as a "commencement of proof."

10. NORTH-WEST TERRITORIES.

The Ordinances for 1897 for these Territories have not up to the present reached the United Kingdom.

Acts passed-38.

Coroners. The Coroners' Further Enquiries Act, 1897 (60 Vict., c. 2), authorises the holding of further enquiries by coroners after the return of an inquisition, if in the opinion of the Attorney-General further enquiry be desirable.

Street Traffic. The Street Traffic Act, 1897 (60. Vict., c. 5), inflicts penalties on cyclists who ride in such a way as to be dangerous to the public, or neglect to stop when called upon to do so by the police, or refuse
