X. MEDITERRANEAN COLONIES.

I. GIBRALTAR.

Ordinances-6.

Merchant Shipping.-No. 3. This Ordinance regulates merchant shipping. By ss. 3 (1) 4 certificates of competency are to be held by officers of ships, such certificates to be granted according to certain grades.

By s. 5 examinations are to be held by examiners appointed by the Governor for awarding such certificates.

SS. 9 and 10 provide for the captain of the port licensing pilots who have passed the Governor's examination and for production of the license to the employer.

S. 11 empowers the Governor to make rules for pilots.

Fortifications and Trespass.-No. 5. This is an Ordinance to prevent unauthorised persons entering batteries, fortifications, or magazines, or trespassing on lands adjacent thereto.

Stolen Property.-No. 6. This amends the law relating to the receipt or possession of stolen property.

2. MALTA.

Ordinances-15.

Drainage.-No. 1. This provides for a comprehensive scheme of drainage for all the thickly inhabited districts of Malta.

Building.-No. 2. This regulates building by requiring copies of building plans to be deposited and in other ways.

Education.-No. 3. This provides for the better control and management of the university and other educational establishments.

Bail.-No. 4. This amends the provisions of the criminal law relating to bail.

Notices by Notaries.-No. 5. This amends Ordinance No. 5 of 1855 and No. 11 of 1865, and provides for notices being given by notaries of acts inter vivos, public wills, matrimonial agreements, and acts of endowment; and for registration.

Prisons. No. 7. This Ordinance consolidates the law as to prisons. Explosives.-No. 8. This Ordinance regulates the importation, custody, and hawking of petroleum.

The remainder relate to public votes.

3. CYPRUS.

Ordinances-18.

District Courts.-No. 1. This Ordinance amends the law as to the jurisdiction of District Courts.

Criminal Law.-No. 3. This Ordinance amends the criminal law as to examination of witnesses, giving false information, the unlawful possession of property, inducing witnesses to give false or withhold true testimony. Water Supply.-No. 4. This amends the "Wells Law," 1896.

Prison Discipline.-No. 5. This gives power to take evidence on oath on enquiries into prison offences.

Malicious Injuries to Property.-No. 7. This amends the law as to the

above.

Municipal Councils.-No. 8. This amends the "Municipal Council Law,"

1885.

Shipping. No. 10. This exempts certain vessels from paying shipping

dues.

Taxation. No. 11. This varies the incidence of taxation.

Public Works.-No. 13. This establishes a public works loan fund.
Education.-No. 14. This amends the Education Law, 1895.

Irrigation. No. 15. This provides for the construction of irrigation

works.

Wheat Pest.-No. 16. This provides means for preventing the spread of the wheat pest.

Silk Industry.-No. 17. This provides regulation for the encouragement of the silk industry.

Tobacco. No. 18. This facilitates the cultivation of tobacco.
