The compiler of this edition of the Hand-Book, having lately purchased the copyright, deems it proper to state that its publication has been delayed by the change in the size of the book and a revision of the whole work. It has been enlarged to adapt it to the convenience of the reader, and to make it more shapely and attractive in appearance. These changes necessitated the composition by the printer of the entire contents. Additional matter, and several new features have been added, the principal one being a classification, under proper headings, of the decisions of the Senate and House, with an index directly preceding each. A marginal index to the legislative department of the book has also been introduced, as a more ready means to find the information sought for. To those interested in legislative proceedings and rulings the value of this will readily appear. In all other respects the general plan of former editions has been followed. We have carefully endeavored to avoid errors and to make this issue as accurate as possible; should any be discovered, we will be pleased to have our attention called to them so that they may be corrected in future editions.
