CHAPTER I.

INTRODUCTORY.

ON the 30th October 1862, M. Drouyn de Lhuys, the French Minister of Foreign Affairs, addressed a despatch to the Ambassador of France at London, and at St. Petersburgh, proposing an Armistice between the Northern and Southern States of America, with a view to the mediation of the two great maritime neutral Powers.
