PREFACE.

JUST

Mr. H. Charlewood Turner was obliged through ill-health to resign his duties as Secretary of the Institute and Editor of the Journal. He retires with the best wishes of the Council for his speedy recovery and their sincere thanks for the good work he has done during his two years of office.

In putting the finishing touches to his work as Editor it devolves upon me to write this preface. I commence the work with the benefit which thirty years' membership of the Institute and two years' experience on the Council has given me; but I enter upon the duties with the greater confidence because it is the unanimous wish of my colleages that I should do so, and because I know I can rely upon their cordial help.

The Council regrets that owing to the causes mentioned above. the publication of this Volume has been delayed beyond its usual time of issue. They desire me to express their acknowledgments to the writers of papers and to those taking part in the discussions, and invite the assistance of members in obtaining high-class papers suited to the needs of the times and an increase in the number of Members and Associates.

I have pleasure in recording the faithful and efficient help of the Assistant Secretary, Mr. A. E. Montague, to whom the Institute owes much for the unseen but none the less important work which he does so conscientiously and successfully.

the various views expressed either in the Papers or discussions.
