THE aspect of the English metropolis under the protestant government of Elizabeth is suggestive of the change that had taken place in the thoughts and habits of the people. In 1555, when we opened the "Diary of a Resident in London," we were following the traces of burnings and penances, of processions of the host and proclamations of the papal legate. We saw little of the salutary interference of the state with the ordinary concerns of life, in smoothing the road of industry by removal of unnatural barriers to prosperity; or in the association of municipal authority with central power for the establishment of laws that directly affected every member of the community by introducing economical reforms.
