Articles are devoted to Maritime International Law; the Military and Financial Condition of Europe; and An International Tribunal for Europe, concluding with a record, in chronological order, of the Instances of Successful Arbitration by Conferences, Mediation, and Amicable Reference.

The work testifies to the labour and research of the author who has gathered together a mass of information, to the statesman of great value, and to the partisan of peace of value inestimable. We heartily commend this interesting and readable book to the devotees of peace and of progress. A more forcible argument in favour of the reduction of standing armies could not be adduced than that to be gathered from the tabulated summary of the population, debt, interest charge, and naval and miltiary charges of European states. In another table is shown how the public expenditure of Europe has, in the past fifty years, grown from 380 to 847 millions, and the National Debts from £2,626,000,000 to £5,228,178,737, this stupendous increase being almost entirely due to the increase in the military departments of each militant state.

During the ten years, from 1880 to 1890, the numbers of armed men trained for war in Europe have been raised from 12 to 18 millions.

The reader of Mr. Appleton's work may well repeat the words of John Bright: "I cannot help thinking that Europe is marching towards some great catastrophe." G. DE W.

THE Congress number of the Baroness von Suttner's magazine, "Down with Arms," is an exceptionally good one. There is a poem of greeting to the Congress by Herr Karl Henckell; a charming letter by Signor Bonghi to the Editress; and a solid article by Count L. Kamarowsky on "The Peace Movement among the Nations." The Danish poet, Björnstjerne Björnson, has sent a short article, entitled "Sunrise"; and the Bishop of Durham has sent a few words breathing the courtesy and cordiality of a polished scholar and devout Christian, and encouraging others in a propaganda which forms the basis of all true justice and morality. There is an excellent poem by Count Hoyos, and at the end a part-song for men's voices. Altogether, "Die Waffen Nieder" upholds its standard of excellence, and we commend it to our readers, knowing that it will be found more acceptable by reason of an article by Mr. F. Moscheles, which eloquently sets forth the principle that one nation is necessary to the well-being of another.

Sept. 13.-SERVICES RENDERED BY MR. FELIX MOSCHELES AT THE PEACE CONGRESS. Resolved: "That the very hearty thanks of this Committee be tendered to their colleague, Mr. Felix Moscheles, for his able and zealous services at the Peace Congress, and for the clear and effective manner in which he represented the views of the Committee on various questions. The Committee also desire to acknowledge the important suggestions he has made in reference to the organisation of future Congresses, for the consideration of the International Peace Bureau, which will be printed in the forthcoming number of CONCORD. They have also to thank him for his frequent communications to the Chairman of this Committee during the sittings of the Congress."

NATIONAL CONTROL OVER FOREIGN RELATIONS. The committee of our Association have for some time past had under consideration the best means of securing for the people of this country adequate knowledge of and control over their relations with foreign countries. This subject was considered at great length by the Peace Congress held in London two years ago, and an important resolution adopted after much careful discussion, and reference to a special committee. With this number of CONCORD is forwarded to English subscribers a memorandum on the subject, which has received the approval of the Executive Committee; and steps will forthwith be taken for the full consideration of the questions involved, as a preliminary to public action. In the meantime, the Committee will be glad to receive any comments or suggestions from members and friends. The Committee commend the memorandum to the best consideration of those interested in an object which is very closely connected with the maintenance of international amity and concord.

INTERNATIONAL CONCORD CALENDAR FOR 1893. We have the pleasure to announce that

a member of the Executive Committee of this Association has made arrangements for the publication (by Messrs. Jarrold & Sons, Paternoster-square, London) of a sheet almanack, under the above title; and that he has engaged the services of Mr. W. A. Sothern for its preparation. The price will be three pence. The Calendar will contain facts and statistics relating to war, peace, and arbitration, to the progress in the movement for international unity and concord. It will be adapted for hanging on the walls of private and public libraries, clubs, offices, schoolrooms, and public institutions generally. Friends are invited to aid in the sale of the Calendar, as an effective and permanent means of calling general attention to the subject of peace. The usual trade price will be allowed by the publishers to those ordering a dozen or more copies.

PEACE SUNDAY.

SUNDAY, 18th December, being the Sunday before Christmas Day, will be observed as usual in many places of worship as Peace Sunday. We shall be glad if any of our readers will bring the subject to the notice of clergymen addressing their congregations on the subject. and other ministers with the view of their We need hardly add that we shall also be much indebted to any of our friends who may be able to obtain collections on that day for the funds of the Association.

THE PERIL OF EUROPE.

In a recent article, the Spectator said that, even excluding Italy, "the great fighting Powers are seeking to secure more than twelve millions of trained men at their disposal whom, so far as finance, supplies, and the number of officers will allow, they can mobilise by decree. . . . "If, at the same time, battles were unusually bloody, a whole generation of young men might be swept away in two years. . . . And there is much reason to expect bloodiness as a characteristic of the next campaigns. During the twenty-one years of peace, the improvements in all the three armies in artillery, in rifles, and in skill in using them, have been enormous."

On the other hand, as the Economist has shown very clearly, the demands made upon their subjects by the several Governments have this additionally grave feature-that the latter declare with one voice that they deprecate war; and we entirely believe them. They would not then impose these ever-growing and intolerable burdens upon their peoples if they did not believe in the imminent danger of war.
