To the great honour of General Smith, who was prefent at the General Court of Eaft India Proprietors yesterday, he offered, as one of the fervants who had made a fortune in India, to lend the Company 50,000l. out of his own pocket; and called upon feveral opulent fervants to follow his example, as a grateful method of extricating their masters from their prefent difficulties: not an individual, however, adopted his fpirit, though all approve it highly, and the Directors muft at least apply to Parliament for a liberty to raife the loan by a public fubfcription.

They write from Copenhagen, that orders have lately been iffued for raifing 3000 men, to man the fleet which is now fitting out there

A letter from Petersburgh fays, "A confpiracy was lately difcovered against the favourite, Count Orloff, and his brother; but it was crushed without poife, and about 90 different people were fent into exile in Siberia."

We hear from Hamburgh, that orders have lately arrived there from Algiers, Morocco, and Conftantinople,

The 17th ult. a fire broke out at Hoeckelem on the river Lingen, two leagues from Gorcum, in the province of Holland. As this place carried on a great trade in hay, and other combuftible matters, the fire communicated itfelf from one magazine to another, fo that by fix in the evening the whole place was confumed, together with all the effects and provifions therein.

Yesterday afternoon the purfer of the Lord Holland, Capt. Nairn, from Coaft and Bay, came to the Eaft Indiahoufe, and reported the fafe arrival of that fhip off the Lands-end.

The Pigott Eaft-Indiaman, captain George Richardfon, from London, is fafe arrived at Bencoolen.

Extract of a letter from the Hague

Sept. 12.

Extract of a letter received by Prince Gallitzin at the Hague, dated Legborn, Aug. 28.

"The affairs of Alli Bey do not appear to be in fo bad a fituation as they were generally thought to be. I have juft converfed with a monk who is in the Lazaretto and came lately from Egypt; and he affures me, that when he left that place, Alli Bey was encamped within a few miles of Acri, at the head of 30,000 men, and that he enlifted recruits daily, proposing with the affiftance of his friend the Shick of Acri, to endeavour to recover Aleppo, where the people with for his coming, becaufe fince his retreat from thence, nothing but diforders have prevailed. If this is true, the Porte cannot draw from thofe quarters either recruits or money, &c."

Letters from Berlin mention, that the King of Pruffia is fo weakened by repeated attacks of the gour, that he is not able to fit on horseback.

We hear that yesterday a memorial from the Dutch Eaft India company, containing ftrong complaints against the English hurting fome valuable branches of the Dutch trade in the Eaft Indies, was laid before a great perfonage.

They write from Ratifbon, that the King of Pruffia hath put under arrest the Jews who had the contract for coining money in Saxony, and ordered them to pay him in gold half a million of pieces, four crowns each, as a reasonable deduction from the profit of their contract.

We are told that a very spirited memorial is preparing to be fent to Madrid, requiring the immediate release of all the English fubjects imprifoned in any of the Spanish territories.

It was currently reported this day that the King of Sweden was affaffi nated in his palace by two of his guards on Monday fe'nnight.

The plains of India, the forests of Canada, the deftructive climate of A. frica, all contribute to leffen our numbers; and repeated emigrations fhew fome fatal errors in policy. Under all thofe circumftances it is faid that population encreases.

Several women of the first taste and fashion, have, we hear agreed to have masked balls, instead of drums, alternately at their houfes the enfuing winter. Will no magiftracy exert itself to ftop this inundation of licentioufnefs. John Ramfay, a Seaman, who left the Havannah the 25th of laft May, where he had been prifoner seven years, arrived at Liverpool about a fortnight fince, and fays he left forty-feven Englishmen prisoners in that place, befides two Commanders. Mr. Peter Beard was in double irons; Mr. Thomas James in the Hofpital, fick, from Montego-Bay, Jamaica. English Malattoes, 3 Negroes, 2 Died in Bogam gaol, on the Eaft part of Cuba, William Brumly, of Prefcot, in Lancashire.-Died, travelling on the road to Havannah, William Davis, married in Cock. ram, near Whitehaven..

A letter from Denmark fays, "Our fituation has very difagreeable; doubts, uncertainties, and difficulties, are what we labour under, and a profpect of a more eligible ftate feems at a great diftance; nor can we tell even what to hope or fear."

We hear from Gibraltar, that the truce which has for some time exifted between the Moors and Spaniards, has been lately broken by the former, who fell upon a party of the latter near Ceuta, and killed and wounded upwards of three hundred.

Extract of a Letter from Rome,

Aug. 20. Complaints are daily arriving here from all parts of Italy, and from the

Court of Madrid, of the luxurious and diffolute lives of the Clergy: and tho' every effort is ufed by the Holy Confiftory to keep fuch complaints a profound fecret, yet they have by fome latent means tranfpired, and are very publickly talked of in every company. The dread of the Pope's power feems to wear off in every part of Italy, but in no place fo much as immediately in his own dominions; and though private exertions of the power of the Holy See have been used, they are not efficacious enough in their effects. A Neapolitan Gentleman of fome diftinction, who prefented fome petitions from the Court of Naples, has been arrested with all his family, and confined in prison, and his enlargement has been refused, even to the King of Naples, who in confequence has threatened to diffolve feveral orders of monks; and make all his fubjects abjure the Pope's fupremacy and infallibility. If fuch a step should take place in that kingdom, it would effectually fhake the Papal See, as it is highly probable that every Italian State will follow fuch an example.

SCOTLAND.
EDINBURGH, Sept. 25.

A letter from Cumberland mentions, that on the night betwixt Thursday and Friday laft they had a prodigious fall of rain, which have done great damage to the corns. The rivers Eden, Petril, and Lyne, were so much swelled, that for fome hours all travelling was ftopt,the waters having overflowed the entry to the bridges fo as to make them altogether inacceffible.--At Carlifle the whole grounds below the town were covered with waters; but as it came down in the forenoon, the cattle were happily got off without lofs.

Laft Saturday evening a fervant girl was attacked near Briftow-port, by an elderly man, in the habit of a brewer's fervant, or labourer, who coming up behind her, pulled off her filk cloak, and almoft cut away her necklace with

We hear from Logierate that on Thurfday the 24th ult. as Donald Scot tenant in Leigh was getting fome Beer ground at the mill of Chenic in Strath-Tay, the upper millstone broke in three or four pieces, two of which forced their way thro' the gavel of the mill-a third piece unfortunately ftruck Donald Scot and dafhed his thigh in pieces and drove him to the ground

with fuch force, that his head was much bruifed by the fall-he is still in life, but with fmall hopes of recovery.

The proprietor is to have his mill ftone girded for the future, a precaution which every Heritor fhould take. Note of the feveral Delinquents to be Tried at the infuing Circuit at Perth in October.

Peter Lawfon weaver in Torryburn, Colin Henderfon Smith there, and May Angus wife of James Hog late Butcher there. (Their trial comes on the 12 October, for the crimesof houfe breaking and theft.)

Befides the above, I hear there is a trial from the county of Forfar, but cannot affert it as truth.

The following Letter was wrote by the gallant Earl of Effex, while he was prifoner in the Tower of London, to his friend the Earl of Southampton. -Your inferting it in your useful Mifcellany, will oblige

My Lord,

As

A conftant Reader.

S neither nature nor cuftom ever made me a man of compliment, so now I fhall have lefs will than ever, for to ufe fuch ceremonies, when I have left with Martha to be follicitous circa multa, and believe with Mary unum fufficit. But it is no compliment or ceremony, but a real and neceffary duty that one friend oweth to another in abfence, and especially at their leave taking, when in man's reafon many accidents may keep them long divided, or perhaps bar them ever meeting till they meet in another world; for then shall I think that my friend, whofe honour, whofe perfon, and whofe fortune is dear unto me, fhall profper and be happy where ever he goes, and what ever he takes in hand, when he is in the favour of that God, under whofe protection there is only fafety, and in whofe fervice there is only true happiness to be found. What I think of your natural gifts or ability in this age, or in this ftate to give glory to God, and to win honour to yourfelf, if you employ the talents you have received to their beft ufe, I will not now tell you; it fufficeth, that when I was fartheft of all times from diffembling, I fpake truly, and have witnesses enough: But thefe VOL. First, That you have nothing that you have not received.

Secondly, That you poffefs them not as Lord over them, but as an accomptant for them.

Thirdly, If you employ them to ferve this world, or your own worldly delights (which the prince of this world will feek to entertain you with) it is ingratitude, it is injuftice, yea, it is perfidious treachery. For what would you think of a fervant of yours, that should convert your goods, committed to his charge, to the advantage or fervice of your greatest enemy; and what do you lefs than this with God, fiuce you have all from him, and know that the world, and prince thereof, are at a continual enmity with him? and therefore, if ever the admonition of your trueft friend fhall be heard by you, or if your country, which you may ferve in, fo great and many things be dear unto you; if your God, whom you muft (if you deal truly with yourfelf) acknowledge to be powerful over all, and just in all, be feared by you; yea, if you be dear unto yourfelf, and prefer an everlasting happinefs before a pleasant dream,which you must shortly awake out of, and then repent in the bitterness of your foul; If any of thefe things be regarded by you, then I fay, call yourfelf to account for what is paft, cancel all the leagues you have made without the warrant of a religious confcience, make refolute covenant with your God, to ferve E
