Pursuant to instructions contained in the March 14, 1955, report of the full committee, the subcommittee is conducting a study of Federal tax policy for economic growth and stability. These papers are presented in advance of the subcommittee's hearings to be held December 5-16 to provide the members of the subcommittee, the panelists, and the public an opportunity to examine the major issues lying within the scope of the study as they will be developed in oral statements and discussion at the hearings. MILLS: Transmitted herewith are the papers submitted by the panelists invited to appear before the Subcommittee on Tax Policy in its study of Federal tax policy for economic growth and stability. The papers are presented in order of the scheduled appearance of the panelists during the subcommittee's hearings, Decem ber 5-16. The selection of the topics and issues in Federal tax policy with which these papers deal reflects in part the results of the meeting of the subcommittee with the panelists on May 24, 1955. At the meeting, the panelists were invited to offer suggestions with respect to the questions which should be examined in the subcommittee's study. Their interest and cooperation have been of great assistance to the staff. Included as an appendix are certain additional materials which have been submitted for the subcommittee's examination. While it was not possible to invite all those wishing to do so to appear during the hearings, every effort has been made to make their views available to the subcommittee, either in the appendix or by direct transmittal to the subcommittee.
