Rates for the 5th grade through high school graduation are based on enrollments in successive grades in successive years in public elementary and secondary schools, and are adjusted to include estimates for nonpublic schools. Rates for first-time college enrollment are based on data supplied to the Office of Education by institutions of higher education. 2/ 5th grade in 12-grade systems; 4th grade in 11-grade systems.

NOTE.-Data are for 48 states and D. C.
