DEAR SENATOR MORSE: I believe I can safely say that all of us in library circles in Oregon are pleased that you are the chairman of the Subcommittee on Education. I am confident that under your leadership library development and support will receive intelligent and fair consideration. We believe that we have, in the Oregon delegation, one of the most enlightened groups in the Congress as far as libraries are concerned. I sincerely hope that the bill, as finally reported out by your subcommittee, will specifically include libraries both for the development of their resources and improvement of their housing.

While there can be no good library without rich resources, at this juncture, housing for the libraries of the Nation I think, because of the tremendous quantitative increase of publication, is even more vital to high excellence in library service than increased funds for resources. I do of course hope, as I know all librarians will, that both will be included. It will be particularly helpful if the new legislation can provide assistance for the smaller private colleges. I have in mind, especially, Pacific University and Lewis & Clark, both of which are in dire need of improving their housing. We of course have urgent building needs in the Oregon State system too. These, however, are at least better known, although at this particular time the prospects for significant housing improvement is not bright for the system libraries either.

MORSE: I would like to take opportunity of expressing our very great interest in S. 580 and any other bill which will provide grants or loans to colleges for the construction of library buildings. It is my opinion that the most serious problem confronting our college today in regard to its educational services is that of our lack of adequate library facilities. I am sure that you will do everything you can to assure the passage of this or a similar bill during this session of Congress.
