Mr. DINGELL introduced the following bill; which was referred to the Committee on Merchant Marine and Fisheries

A BILL

To designate certain lands in the State of Alaska as units of the national wildlife refuge system.

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That this Act may be cited as the "Alaska Refuges Act". 4 SEC. 2. (a) The purposes of this Act are to recognize 5 that certain wildlands that sustain extensive populations of 6 migratory fowl and other wildlife in the State of Alaska 7 are of great value not only to the people of Alaska, but are 8 also of great value to the Nation and in addition, contribute 9 to the fulfillment of international commitments.

1 (b) In order to protect this international resource for 2 this and future generations, it is hereby declared to be the 3 intent of Congress that the areas described in section 3 of 4 this Act are hereby declared a part of the national wildlife 5 refuge system, and these lands shall be administered for the use and enjoyment of the American people in such manner 7 as will leave them unimpaired for future use and enjoyment

as natural wildlands. Administration of lands which are

9 protected by this Act shall be designed so as (1) to provide 10 for the protection of the areas, (2) to preserve their natural 11 character, and (3) to provide for the gathering and dis12 semination of information regarding the use and enjoyment 13 of the areas.

SEC. 3. The following areas are hereby established as 15 national wildlife refuges and shall be administered by the 16 Secretary of the Interior under the laws governing the ad17 ministration of such lands and subject to the provisions of 18 this Act:

(1) Northslope National Wildlife Refuge consisting

of about 23,000 square miles within the following bound

ary; Starting at the northwest corner of the Arctic. National Wildlife Range proceeding southerly along the

range boundary to the 1,000-foot contour line, thence,

westerly along the 1,000-foot contour line to a point of intersection with the Pitmega River, thence northwest

erly down the centerline of the river to its intersection with the Arctic Ocean, thence continue on northwesterly

line for a distance of one-fourth mile into the Arctic

Ocean, thence north by northeast and follow a projected line one-fourth mile offshore of a projected headline

of the mean low tide line to a point that intersects with 7 a northward projection of the west boundary line of

the Arctic National Wildlife Range, and thence southerly

to the point of beginning.

(2) Kotzebue National Wildlife Refuge consisting of about 12,000 square miles within the following boundary: Starting at a point where the Kivalina River discharges into the Chukchi Sea thence upstream along the centerline of said river to an elevation of 1,000 feet, thence westerly generally along the 1,000-foot contour line as shown on the attached map; crossing the drainages at

(A) the confluence of Kugururok and Ainuk Rivers, and

(B) the confluence of the Rah and Reed Rivers;

and thence westerly generally along the 1,000-foot contour line to a point of land on Bering Strait inmediately

north of the village of Wales, thence westerly for one

fourth mile beyond the mean low tide to a point at

the mouth of Kotzebue Sound, thence across the sound

in a northerly direction to a point one-fourth mile offshore near Cape Krusenstern, thence northerly on a line one-fourth mile offshore from a projected headline of the mean low tide line to a point one-fourth mile offshore where the Kivalina River discharges into the Chukchi Sea, and thence easterly to the point of beginning.

(3) Extension of Clarence Rhode National Wildlife Range consisting of about 29,700 square miles within the following boundary: Starting at a point on the shore of Pastol Bay near the village of Chanlliut, thence southerly

on a line 40 miles northeasterly and paralleling the north bank of the Yukon River to a point on the east fork of the Andreafshy River, thence northeasterly along the 1,000-foot contour line to a point near the headwaters of the Atchueelinguk River, Stuyanuk, thence northerly to the confluence of the Anivak and Yukon Rivers,

thence across the Yukon River to the east bank, thence

northerly along the east bank of the Yukon River to a point near the village of Grayling, thence northeasterly

to a point near the confluence of the Maid and Little Mud

Rivers, thence easterly to a point near the village of 24 Rennie Landing, thence southerly to a point near the vil

lage of Tolstoi at a point of 1,000 feet in elevation,

thence southwesterly along the 1,000-foot contour line to a point in Jacksmith Bay one-fourth mile offshore of

the mean low tide line, thence northerly on a projected

line one-fourth mile offshore of a projected headline of the mean low tide line to the point of beginning.

(4) Bristol Bay National Wildlife Refuge consisting of about 9,200 square miles within the following boundary: Starting at a point on the shore of Kulukak Bay near the village of Tuklung, thence northeasterly to a point where the Mulchatna River crosses the 156 degree line of longitude, thence southerly to the 1,000foot contour line and thence along this line in a southerly direction to a point on the shore of Lake Iliamua 30 miles east of the village of Newhalen, thence west, south,

and east along the shoreline of Iliama Lake to a point near Chekok Island, and thence southerly along a line passing by the western ends of Lakes Rekuklek, Naknek, Becharof, and Ugashik, thence southerly to the 1,000foot contour line and continue southerly along this line to a point on Bristol Bay near Port Moller, then project one-fourth mile offshore from the mean low tide line,

thence northerly on a projected parallel to the headline

of the mean low tide line to the point of beginning.
