DEAR SIR: In compliance with the law, I have the hon-
or to transmit, through you, to the General Assembly, the
Forty-fourth Annual Report of the Department of Educa-
tion for the year ending December 31, 1915. In this re-
port will be found an account of the various educational
activities of the State for the period mentioned, together
with statistical tables and recommendations for educa-
tional work. For greater convenience, the report is ar-
