PREFACE

THIS little handbook has been written mainly for students at the Universities and at the Inns of Court. It is not intended to be a vade mecum for all examination purposes, but, on the contrary, to give a general view of what has to be studied. No student can hope to pass a creditable examination unless he possesses a fair knowledge of the standard works, as, for example, those of Sir William Anson, Mr. A. V. Dicey, K.C., and Professor Lowell. I have continually referred him to them for fuller information, and on the more purely legal questions I have endeavoured to give a reference to the leading cases in Constitutional Law.

As a preliminary acquaintance with an intricate subject is necessary in order thoroughly to appreciate the works of learned writers and thinkers, it is hoped that this unambitious little manual will prove of some use.

I have to thank Mr. DICEY, Dr. ODGERS, and Messrs. MACMILLAN for allowing me to make use of works respectively written and published by them, and I also express my gratitude to Mr. ATHELSTAN RIDGWAY for kindly assisting me with the proof sheets, and for making many valuable suggestions.
