John O. Pastore (chairman) presiding. Present: Senators Pastore, Holland, Ellender, Monroney, Bible, Bartlett, Mundt, Young, and Hruska. TOTAL BUDGET ESTIMATE AND HOUSE ALLOWANCE Senator PASTORE. We shall begin consideration of H.R. 9481, the second supplemental appropriation bill for 1967. This bill was reported to the House on Friday, April 28, and I am informed will be taken up on the floor of the House on Wednesday, May 3. The estimates to be considered total $2,154,839,063, contained in House Document Nos. 83, 91, and 109, and Senate Document No. 22. The House bill, as reported in Report No. 217, totals $2,047,606,133, with reductions amounting to $99,826,700. SUBCOMMITTEE PROCEDURE I would suggest that, in proceeding to the consideration of these items, the subcommittee members will find helpful the committee print table, reflecting the budget estimates-a brief explanation-the House bill as reported, and the increase or decrease from the estimate. I would propose further, in the absence of objection, that particular attention be given to items appealed or being considered in our committee. Items not being appealed will, of course, be covered by insertion of pertinent justification material. MILITARY AND CIVILIAN PAY INCREASES Since a major portion of the request (approximately $818 million) relates to increased military and civilian pay costs, I believe we can expedite our consideration by having testimony from the Bureau of the Budget, as in prior years, with regard to pay costs appearing in titles I and II of this bill. Our schedule contemplates this testimony immediately after chapter I items relating to Agriculture have been heard. |
