Warner, secretary of state of the state of Wisconsin, do hereby certify that the foregoing is a correct list of members of the senate of the state of Wisconsin, elected at the general election held on the 5th day of November, 1878, as appears from the certificates of the several county clerks of the several counties comprising the senatorial districts named in the foregoing list, which certificates are now on file in this office.

The roll of senators-elect being called, the following senators appeared at the clerk's desk and subscribed to the oath of office, which was administered by the president of the senate, viz.:

Senators Burrows, Chipman, Deering, Grimmer, Haben, Houghton, Hyde, Kellogg, McFetridge, Morgan, Rankin, Richardson, Sacket, Scott, Van Schaick and Van Steenwyk.

The roll of senators being then called, the following responded to their names, viz.:

The president declared the senate open and ready for business, and spoke as follows:

Senators: Although elected one year ago to preside over your deliberations, I was unable on account of circumstances beyond my control, to be with you and enjoy the benefit of your association and counsel. But I had the satisfaction of knowing, during my absence by sickness, that you had selected one of your number as your presiding officer, well qualified to perform all the duties required of him, and who I am assured by my knowledge of him, discharged those duties well. I trust that during the present session, by the favor of Providence and continued health, I shall be enabled to be with you, and shall endeavor to the best of my ability to preside over your deliberations, and in some degree, I hope, to your satisfaction. I trust the session will be brief, active, and for the best interests of the state, and I confide in your generosity and favor to aid me in properly fulfilling my part.

Since the election, death has taken away Senator Charles H. Phillips, who had been elected, and who would have occupied a seat with us and aided us with his counsel and experience, had he not been so unexpectedly removed. I see evidence of an affectionate remembrance of him by the sable drapery of mourning around his unoccupied chair, and we shall best discharge our duties by doing as he would have done had he been here, for he would have brought to the performance of every duty sterling integrity, a large experience, sound judgment and untiring industry, and we in our several degrees should exercise the same qualities. I have known Mr. Phillips for many years intimately, and I know his many sterling qualities and faithful devotion to his friends, and it will be meet for the senate at an early day to give further expression of their respect for his memory.

ELECTION OF OFFICERS.

Senator Sacket moved that the senate proceed to the election. of chief clerk.

Which motion prevailed.

Senator Burrows placed in nomination Charles E. Bross.

The roll being called, the following voted for Charles E. Bross, viz.:

Senators Anderson, Andrews, Bailey, Burrows, Campbell, Chipman, Dering, Grimmer, Hathaway, Houghton, Hyde, Kellogg, Loper, McFetridge, Price, Reynolds, Richardson, Sacket, Scott, Swain, Treat, Van Shaick, Van Steenwyk and Welch-24. Those voting for James C. Pollard were:

Senators Haben, Hudd, Morgan, Paul, Rankin and Richmond-6. Chas. E. Bross having received a majority of all votes cast, was declared duly elected chief clerk, whereupon he took the oath of office, which was administered by the president of the senate.

Senator Treat moved to proceed to the election of sergeant-atarms, which motion prevailed.

Senator Richardson placed in nomination Chalmers Ingersoll.

The roll being called, the following senators voted for Chalmers Ingersoll, viz.:

Senators Andrews, Bailey, Burrows, Campbell, Chipman, Dering, Grimmer, Hathaway, Houghton, Hyde, Kellogg, McFetridge, Loper, Price, Reynolds, Richardson, Sacket, Scott, Swain, Treat, Van Schaick, Van Steenwyk and Welch - 23.

Those voting for Mr. Resch were:

Senators Anderson, Haben, Hudd, Morgan, Paul, Rankin, and Richmond-7.

Chalmers Ingersoll, having received a majority of all the votes. cast, was duly declared sergeant-at-arms, whereupon he took the oath of office, which was administered by the president of the senate. The president announced the following

Senator Scott moved that the senate proceed to the election of a president pro tem., which motion prevailed.

Senator Welch placed in nomination Senator W. T. Price. Senator Hudd placed in nomination Senator Joseph Rankin. The roll being called, the following senators voted for W. T. Price:

Senator Price having received a majority of all the votes cast, was declared duly elected.

The president appointed Senators Welch and Rankin a committee to conduct the president pro tem. to the chair. On assuming the chair the president pro tem. spoke as follows:

SENATORS: To be selected to occasionally preside over your deliberations is an honor for which any man may be, and for which I am, profoundly grateful. Relying more for success upon a determination to discharge the duties of the office with entire impartiality and upon the friendship and confidence that has prompted you to select me for the place to sustain me in it, than upon my familiarity with parliamentary law, I assume the place, with all its cares, responsibilities and honors. Senators, I again heartily thank you for this indorsement.
